Beaches affected by last week's oil spill are expected to open by this weekend. Environment and Water Resources Minister Dr Yaacob Ibrahim told reporters on the sidelines of a community event that officers will monitor the waters for any deterioration.  "We will continue to conduct tests and investigate if there are any forms of deterioration.  "But, at the moment, based on what we have seen and what experts have said, there is no discernible indication that there has been deterioration," said Dr Yaacob.  The oil spill followed a collision between a tanker and another vessel about 13km off the coast of Changi last week. Patches of oil eventually reached the beaches along East Coast Park and Changi Beach, triggering an extensive clean up operation.
